Ukraine’s New Initiative: Attracting Young Volunteers for Military Service
In an effort to bolster its military forces, the Ukrainian Ministry of Defense has recently introduced the “Contract 18-24” initiative, aimed at attracting young volunteers between the ages of 18 and 24 to serve in the military for a period of one year. As part of the initiative, volunteers will receive a total financial package of $27,000, with an upfront payment of $5,400 and the rest distributed over the course of their service. Monthly compensation for Ukrainian young soldiers could amount to up to $3,240, in addition to access to zero-interest mortgages, state-funded education, free medical care, dental prosthetics, and the right to travel abroad after completing one year of service.
Upon finishing their one-year contract, volunteers will be granted a 12-month exemption from mobilization, providing them with a sense of security and stability as they consider their future options. Defense Minister Umerov emphasized that the goal is to make military service prestigious and competitive, offering volunteers top-tier training, high salaries, social guarantees, and opportunities for career growth within the Defense Forces.
Looking ahead, Ukraine is also exploring new conscription models to modernize its military recruitment system, which is currently based on practices inherited from the Soviet era.
