Russia’s Military Strategy in Ukraine: A Closer Look at the Human Cost
Russian forces have made significant territorial gains in Ukraine in 2024, capturing over 4,000 square kilometers of land primarily in rural areas. However, these advances have come at a staggering human cost, with approximately 427,000 Russian casualties reported during the same period, according to the Institute for the Study of War (ISW). Slow Progress on the Frontline

The ISW emphasizes the crucial role of Western aid in helping Ukraine stabilize the frontline in 2025, especially in light of ongoing manpower shortages and morale challenges faced by Ukrainian forces.
Casualty Rates and Territorial Advances
The ISW’s analysis reveals that Russian forces suffered an average of 102 casualties for each square kilometer of territory captured in 2024. Most of Russia’s territorial gains occurred during an intensified offensive period from September to November. Despite recruiting 440,000 new military personnel in 2024, Russian forces struggled to keep up with casualties, as demonstrated by a daily casualty rate of 1,585 personnel in December.
Challenges and Objectives
Russian military command prioritized capturing the remaining portion of Donetsk Oblast and establishing a buffer zone in northern Kharkiv Oblast. However, these objectives were not fully achieved by the end of 2024. While key victories were celebrated, including capturing Avdiivka and advancing towards Pokrovsk and Selydove in Donetsk Oblast, efforts to create a buffer zone near Belgorod City were largely unsuccessful.
